The audit was prompted by numerous concerns voiced by parents and constituents regarding the school district’s handling of various financial issues, particularly stemming from a proposed increase in the occupational license tax from 0.5% to 0.75%. This tax increase faced extensive criticism and was deemed unlawful by Attorney General Russell Coleman, who cited inadequate public notice and the absence of a public hearing as the primary reasons for this determination.

Following the backlash over the proposed tax increase, FCPS canceled a scheduled public hearing and vote that was set for June 23. In an effort to address the budget crisis, the FCPS school board is forming a committee to explore budget issues and develop recommendations for the 2025-2026 working budget. This committee will comprise students, staff, community members, business leaders, faith leaders, and other stakeholders.

To mitigate the budget shortfall, FCPS officials have indicated plans to impose a 20% budget cut across all departments. The shortfall has been attributed to several factors, including over a decade of stagnant state funding, the expiration of temporary federal relief funds, inflationary pressures, and delayed compensation increases for staff members. The financial situation has raised alarms within the community, with residents expressing their concerns over a perceived lack of transparency regarding the tax increase process. The notice for the increase was reportedly included in an online meeting agenda that was published around Memorial Day weekend.

The special examination by Auditor Ball’s office aims to provide deeper insights into the financial and operational efficiency of FCPS, including evaluating investments and identifying potential safety concerns within the district. This examination is part of a larger initiative, as Auditor Ball’s office is also conducting audits of the Kentucky Department of Education and Jefferson County Public Schools.

Members of the Fayette County Senate delegation have conveyed their support for Auditor Ball’s examination, emphasizing the importance of transparency and accountability in the management of taxpayer money within the school district. Meanwhile, FCPS spokesperson Dia Davidson-Smith has reiterated the district’s commitment to continuous improvement and collaboration with the Auditor’s office throughout the examination process.
