Three individuals have been charged in a child abuse investigation involving A Step Ahead Daycare and The Kids Club Childcare Center in Richmond, Kentucky. The charges include serious allegations of abusing children aged 12 and under and failing to report instances of child neglect or abuse.

The individuals charged are Theodrick Hersey, aged 55, Jessica Houk, aged 43, and Brooklyn Houk, aged 22. Each has been charged with five counts of first-degree criminal abuse of a child 12 or under, in addition to three counts of failing to report child neglect or abuse. Furthermore, they face one count each of knowingly obstructing an investigation or report of child abuse or neglect.

The investigation revealed numerous serious incidents of child abuse, including accounts of a child being strangled and another being punched by a staff member. Investigators also discovered text messages that suggested the Houks had directed employees to provide false information regarding a child who had escaped the daycare unnoticed.

All three suspects were arrested on a Friday and subsequently booked into the Madison County Detention Center, each with a bond set at $15,000. They were able to post 10% of their bonds and have been released from custody.

Hersey, who previously worked for the Fayette County Public Schools, is currently on leave from the district. The charges against him and the Houks emerged following previous allegations against another employee, Elizabeth Thomas, who had been accused of abusive behavior towards children under her care. The three individuals are accused of permitting Thomas to retain her position despite being aware of her abusive actions.

A spokesperson for Fayette County Schools confirmed that Hersey is employed by the district but did not disclose his specific role. This ongoing situation highlights the broader issue of child safety within educational settings.
